A direct outcome of the IN-SPACe-led delegation to Bhutan, facilitated by the Embassy of India in Thimphu, the MoU is the first commercial partnership to emerge from the delegation, bringing Earth observation, satellite intelligence, and geospatial AI to Bhutan’s most critical development sectors.
Bengaluru & Thimphu, 23 June 2026: SatSure Analytics India Private Limited and Yang Khor Private Limited have signed a Memorandum of Understanding to jointly deliver satellite intelligence and geospatial AI across Bhutan.
The agreement is the first commercial partnership to emerge from the IN-SPACe-led industry delegation to Thimphu, facilitated by the Embassy of India and finalised within ten days of that visit. IN-SPACe or the Indian National Space Promotion and Authorisation Centre, under the Department of Space, Government of India, organised the delegation to advance India–Bhutan cooperation in space technology, and the Embassy’s engagement with Bhutanese private sector and institutional stakeholders laid the foundation for this agreement.
This partnership combines SatSure’s expertise in satellite data analytics, Earth observation, and geospatial AI with Yang Khor’s two decades of technology delivery experience across Bhutan’s government, financial, and enterprise sectors. Established in 2005, Yang Khor has successfully delivered more than 50 national ICT projects and serves key institutions including the Department of Revenue and Customs (DRC), Royal Monetary Authority (RMA), GovTech Agency, financial institutions, Druk Holding & Investments (DHI), and Gelephu Mindfulness City, among others.

AREAS OF COLLABORATION
– Agriculture & food security: Crop monitoring, yield forecasting, land-use analytics to support the sector that employs the majority of Bhutan’s rural population.
– Forestry & biodiversity: Forest cover change detection and carbon stock estimation to support Bhutan’s constitutional 60% forest-cover mandate and carbon-negative status.
– Hydropower & water resources: Basin monitoring, sedimentation analysis, flood risk modelling for the sector that accounts for the largest share of Bhutan’s GDP, with a national target of 25,000 MW by 2040.
– Disaster resilience: Glacial lake outburst flood (GLOF) early warning and landslide susceptibility mapping, addressing a critical climate risk as Bhutan’s glaciers recede at 30–60 metres every decade.
– Climate & ESG: Carbon accounting, environmental compliance, and sustainability reporting, supporting Bhutan’s UNFCCC commitments and green finance.
– Critical infrastructure: Roads, bridges, and built-environment monitoring supporting connectivity infrastructure across Bhutan’s mountain terrain.

WHY THIS PARTNERSHIP MATTERS
Under the agreement, Yang Khor will lead data collection, AI model training, stakeholder engagement, ground-truthing, and field operations, creating skilled, in-country roles in geospatial data operations and technology delivery.
Bhutan’s 13th Five Year Plan (2024–2029) targets a 10% digital economy contribution to GDP by 2034 and 1,000 new digital economy jobs annually. GovTech Agency is already building its third Earth observation satellite, assembled in-country by Bhutanese engineers. This partnership deepens that foundation, combining Bhutan’s growing Earth observation infrastructure with SatSure’s geospatial AI capabilities to accelerate the translation of satellite data into sector-specific decision intelligence, in direct support of Bhutan’s National Digital Strategy target of 5,000 new jobs by 2029.

NOTE: IN-SPACe TECHNOLOGY ADOPTION FUND
SatSure has recently been selected by IN-SPACe under the Technology Adoption Fund to develop Dhaarini, India’s sovereign foundational AI platform for Earth observation. The geospatial AI capabilities developed under Dhaarini will form the technological foundation of the solutions deployed through this partnership in Bhutan.
